It has taken a long time, but we finally have the Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran. Nuclear issues are addressed only in paragraphs 8 and 9 of the 14 paragraphs. Here is my commentary on how the nuclear issues are treated, followed by the full text of the two paragraphs.
U.S.-Iran MOU, June 17, 2026 - Nuclear Agreements
Commentary
1. No nuclear weapons.
This commitment by Iran is the same as it made by joining the NPT. The NPT commitment has an ‘exit ramp’ through withdrawal from NPT. Will there be a comparable provision in the final deal?
2. Enriched uranium stockpiles.
“Resolve the disposition” - how that will apply to all the enriched uranium - 60%, 20%, up to 5% - remains to be seen. Iran has committed “to resolve”, not to eliminate.
3. Uranium enrichment.
Iran has “agreed to discuss” “a satisfactory framework” for the final deal, in relation to “Iran’s nuclear needs.” At least formally in the MOU, Iran has not committed to any specifics, though perhaps they have informally done so in the exchanges.
4. Role of nuclear negotiated agreements.
“Critical importance,” “immediately address,” “achieve mutual agreement” - that is a warning for the two negotiating teams that they must achieve agreement on the nuclear issues, or…
5. No new actions by Iran or U.S. No problem for Iran not to do anything significant at the bombed nuclear facilities for the next 60 days; more of a question is whether the U.S. administration (President Trump) will keep that commitment and its paragraph 1 commitment “to refrain from the threat or use of force.”
Conclusion: Agreement on the nuclear issues is challenging but there are 60 (probably more) days for agreements to be hammered out. The Hormuz situation is the priority issue for the U.S.. Economic sanctions and other financial arrangements are number one for Iran. A big challenge for the U.S. administration will be countering the efforts to stop a final deal, which will be intense.
Paragraph 8 —
1. No nuclear weapons. The Islamic Republic of Iran reaffirms that it shall not procure or develop nuclear weapons.
2. Enriched uranium stockpiles. The United States of America and the Islamic Republic of Iran have agreed to resolve the disposition of stockpiled enriched material pursuant to a mechanism that will be mutually agreed upon in accordance with the schedule mentioned in paragraph seven, with the minimum methodology to be down blended on site under the supervision of the IAEA.
3. Uranium enrichment. The two parties also agreed to discuss the issue of enrichment and other mutually agreed matters related to the Islamic Republic of Iran’s nuclear needs, based on a satisfactory framework being agreed upon in the final deal.
4. Role of nuclear negotiated agreements. The United States of America and the Islamic Republic of Iran acknowledge the critical importance of the nuclear issues above mentioned. They express their intention to immediately address these issues in the negotiations in order to achieve mutual agreement on them.
Paragraph 9 —
5. No new actions by Iran or U.S. Pending the final deal, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo of its nuclear program, and the United States of America will not impose any new sanctions and will not deploy additional forces in the region.
